Grand Circle Travel Complaint

We have canceled our Trip to Egypt for May 2011 due to the unstable political situation in North Africa and after the State Deparment issued a stern warning against any travel to Egypt.
However "Grand Circle Travel" refuses to honor the State Departments warning and refuses to refund us our deposit.
It is my understanding, that this company has a tarnished record and had run-ins with the Attorney General of Massachusets.
The BBB has also revoked the company from its listing.
How much more does it take to this comp remove this company's license?
