Where's the compassion? - Social Security check

I am currently on SSI, and have been since Sept. 2008. My life has changed tremendously since being on SSI, but I am thankful for the assistance I receive. I have learned to budget and make do with the monthly allotment, though it is a fraction of what I am accustomed to living on. The problem I have is the lack of compassion that is shown and/or given in time of hardship. In 2009 I received notice of an overpayment and the amount was deducted from the next months check. Not understanding why an overpayment was generated I notified my local social security administration office immediately. I submitted documentation and was told the overpayment was a mistake and a check was written to replace the amount deducted, and all was forgiven. Well, on April 26, 2011, I again have received a check that was shy $1,136.00 and without notification. I am now being told that the overpayment of 2009 was valid and now being deducted from my check. I cannot pay rent or buy food with this large amount being withheld from my check. As of Sunday May 1st 2011, I will be homeless. I feel I deserved to be notified of the deduction and should have been given time to make payments. No one in the office is willing to help nor take the time to discuss my current information. Where is the compassion?? I have worked hard all my life and now feel no one cares to assist me in my time of despair. I am asking for your help in this matter and pray that you can find someone in the social security office that will help me. Thank you in advance for your assistance.
