HDTV Complaint

Living only 23 miles out of NYC, with HDTV, I NO LONGER get WCBS (2), WNBC (4), WNYW (5), WWOR (9), WPIX (11), WNYE (25), & WPXN (31). Before the conversion, I got all of these stations. With a roof top antenna (Terk 55), I now only get WABC (7), WNET (13) & WNJN (50) plus assorted non-English speaking channels. Who do you complain to? Thank you FCC!
