Town of Halfmoon Complaint

We just received our new water bill claiming we consumed 141,000 units of water from 5/6/11 through 8/4/11 for $859.20. (Our prior bill was 49,000 from 2/5/11 through 5/6/11 for $207.77.) When I tried to call the water department (at 233-7489) there phones were 'out of order.' I had to call the town hall and have them track someone down to call me back. I think they are just trying to generate more revenue in bleek times! They said it is up to us to disprove the bill.
