Waste management garbage collection service bill Complaint

I moved into my house 6 years ago. I hecked with the tax collection office what should I do with the house garbage, they gave me an ID and told me where the local dump is located. They told me that I am already paying for the place in my taxes as "solid waste"
This week I received a bill from a collection agency for haulage services I never received since 2005. Contacted the regional manager and still no where resolved.
Is any one in this same situation
Can someone assist with this issue
