Victimizing the Unemployed

I am unemployed and was trying to fill an online application for employment in the US postal service. I was asked to give my credit card information for the application and some material for an entrance exam. The cost was around $26 ( I do not remember the exact amount, but I know it was under $30). When I checked my bank statement I noticed I was charged $52.93 by a company named NBM. I called my bank to find a contact number of the company. I called, but "No one was available to answer my call". I tried to find them online.
