US Post Office and Walmart Money Order Service Complaint

Daughter bought 3 Money Orders from Walmart.Then went to Post Office and mailed in large envelope the MO checks and other mail to her land lord. A few weeks later landlord called to say he only received one check. She went back to Walmart and paid $100.00 to have the copy of the cashed checks sent to her(took a month!).She went to the post office they said they would check their cameras. She checked back often but they still have done nothing. She called the police,they would do nothing. These checks were stolen and cashed out of the mail!!!!!! Can anyone help?
