University won't admit unfair practices

I have taught school for the past 29 years. I recently took 54 credits in two years at CSUDH (Cal State U. Dominguez Hills) to get my master's degree in special education. I earned straight A's and the highest grade possible on the Graduate Writing Exam. I took the master's exam the first time and passed the multiple-choice section, but not the two essay questions.
I retook the two essay questions again, but they told me I had not passed them again. I asked all the people up the chain of command at the university including the chancellor. They had told me they would recheck my second exam, but never did. Instead they rechecked the first exam and said I failed again. They said due to "extentuating circumstances" they would allow me to retake the exam a third time. I only want what was promised to me: to recheck my second (better) exam which I feel is more than adequate to pass. They had inconsistent grading, with one reader saying one thing, but the other reader not saying that, so clearly no rubric was used. They are not responding to my emails or rechecking my second exam. Please help me. Thanks, DH
