United Airlines Complaint

Winter storm closes Philadelphia Airport and all flights out are cancelled; yet United is telling me that my flight arrived on-time to Atlanta and are refusing to refund me the price of tickets...We sat on the aircraft at the gate for 2.0 hours before they unloaded us and cancelled the flight! Why am I now not getting my money refunded and this took place in March.
