Unexplainable Unemployment

Someone used my wife's SS# and filed a fraudulent claim
EDD garnished her wages and re-directed our State tax return. Total dollar amount is $10,000.
We filed every report we were asked and still have not
received a refund. This has been going on for over 18 months. No one is returning our phone calls.
