Certain bugs all over the neighborhood - What can be done about this situation

I have notified the Public Works in Tolleson regarding certain bugs that are all over this neighborhood and their reponse was that they have not had any kind of reports and they are not able to do anything about it until they get calls regarding these bugs! I have a video on these bugs.
