Shown apartment model by a female staff and was advice that rent would be four hundred and ninety-nine dollars plus thirty-two dollars for gas services and nineteen dollars for water bringing a total of five hundred and fifty dollars a month and would be due on the move in date each month.
When an actual apartment was shown J24 two weeks before the move in date of December 15, 2008, she appeared disgusted with the conditions of the appliances which was the stove, fridge and dishwasher. The fridge was rusting a bit but was not as bad as the other two which she said all would be replaced at cleaning of the apartment. I kept in contact with her even when I was in Florida packing and through my drive up to Georgia. On arriving at the apartment I painfully discovered that nothing was done as I was told. The staff person responded to my disgust and disappointment by saying she forgot. She tried to get the cleaning person but could not get them to come. She then insisted for me to move my things in and the apartment would be cleaned at a later date. I insisted I was not putting my stuff in those conditions. After hours of debating and no where to go and no other choice I suggested I would clean the apartment providing the stove, the dishwasher be removed and I be paid. She agreed and the stove was replaced but not the dishwasher or refrigerator. I cleaned for more than eight hours and still had to go to work next day. There was also no lease agreement and was told I would get it when I return home in a month. On January 5, 2009, I got a call from the staff member asking where is the rent, I said it would be paid on time. She went on to say that it was over due and I would be charged late charges. That was when I first heard that the rent was due on the first of every month. I was also told of all the money that would be added on and if I did not pay it by January 10, 2009 I would be evicted. That amount was seven hundred and five dollars and fifty cents for a total in two weeks of one thousand two hundred and forty-eight dollars and fifty cents. I was to be given a mail box key on the move in date but that key was with a staff member who was not there at the time and I would receive it next day. On leaving for work the next day I was told the key was still not there but would be left on my kitchen counter. On returning home one month and two days later there was no mail box key to be found preventing me from getting my medication, prescription lenses and my mail. On contacting the courtesy officer on January 18, 2009 he stated he would do what he could to get me the key. That did not happen and I had to leave for work again without medication. On my return home February 10, 2009 from injury on the job I discovered an enormous electric bill. I did everything to dispute this bill with the office and Georgia Power but could not get it resolved since they said the meter was read and that it was correct. I ask the office manager for an audit and was told the buildings are very old and that is what happens. I said I still needed an audit but that never happened. Being home with my injury, I quickly discovered I had much more problems, water was pouring into my bedroom and living room and that was the reason the window sills were falling and I always felt dampness on the carpets. I called the supervisor of maintenance who brought along a co-worker. They knew of this problem because his response to me was, there was nothing they could do since these windows were repaired so many times that the only thing that could be done is for the windows to be replaced and they are not going to do that.
The exterminator came and sprayed on the day I moved in, on my return home in February there were roaches all over, I packed and sealed all my belongings in boxes and did not bring any furniture but my bed for the remainder of my stay at this place. I paid for an empty apartment for duration. I killed roaches from February until the move out December 15, 2009.
I complained every chance I got but management and staff did not care. I remember complaining one time by letter and when I referred to it they denied they ever got it. Was told by office staff that they knew where the roaches were originating? I have bought more roach spray in three months than I have in my entire adult life. On the move in I complained about the red stains and cigarette burns on the carpet and they told me they knew about them. I discovered the bath tub could not be used for baths which I needed for some therapy to my back. The tub was painted and was beginning to peel and the erosion around the tub was becoming more noticeable. Because of the water pouring into the apartment there were always water bugs on the carpet causing me to vacuum more than usual. On October 19, 2009, I notified Lake Harbin that I would be leaving in December. During the latter part of my stay the apartment got worse with water running down into the electrical outlets adding to what I knew was a shortage with the electrical system from the constant blowing of bulbs which I got tired of replacing. There was also a problem with the carpet at the door that would not stay fasten to the floor causing me to fall on my way in. Maintenance tried to fasten it about two or three times but it would not stay so I bought a bigger mat and placed over it. When water started to get through over the main door, I would be locked out or in my apartment on many occasions causing me to call for help from maintenance. I was then told that what is happening to my building is what happened to another building and the entire back of that had fallen off. I did go and look at it and took pictures. After moving out I started getting harassing emails and notices about me owing one thousand six hundred and ninety one dollars for rent and damages. I contacted a legal aide lawyer and sent pictures and documents. After doing that I did not hear from them anymore. I only just found out from a credit report that they put me in collections and obviously that amount is on my credit report. I contacted the lawyer and he informed me he did not do anything. Yet another deception.
This is the most disgusting place I have ever lived and it needs to be demolished. My blood pressure is not stable any more and my stress level caused more visits to the doctor than was necessary at the tune of nine hundred and two dollars. Appearance was anything from what the paint covered up. There is much deception and enticement in getting people to move in. The place is now under new owners/management with a new name. The building collapse when I was there was on the news. If you get an opportunity to look at any pictures of this place you will see the pictures of the building that collapse for the same things that is happening to the one I lived in. I wish there was something more I could do to stop anyone from experience what I went through.
