This letter was sent to the City yesterday. It explains my situation. I'm awaiting a reply. This is a real problem.

Dear Sir or Madam:
My name is La Honda Geter and I would like to dispute a recent invoice I received via LDC Collection Systems stating I owed a total of $321.00.
I received a $63.00 ticket in November 2009 and it was paid, however, because payment was received four(4) days late I incurred a $53.00 late fee which I, also, paid. The $53.00 was the only statement I received regarding a late fee and/or any monies owed to the City.
When I called the Parking Citation Assistance Center (PCAC) to inquire about the $321.00 invoice I was told that there was a second ticket that had not been paid. This was the first time I heard of a second ticket. To date I have not received a statement regarding outstanding ticket(s). Only the collections statement received last week.
I work for Volunteers of America Bay Area's Crew Based Sheltered Employment Program and because of street sweeping days I have received my share of tickets since 2006 when I began working, however, I begrudgingly paid each ticket received. Please, check my record.
I’m disputing all late fees because these fees were allowed to accumulate and the City didn’t notify me until last week. Now I find myself in a "liars" situation, e. g., the City is saying they sent me letters and I'm saying I received NOTHING from the City. Also, I would like copies of the letters sent to me by the City.
I am not one to shy away from responsibility but there is something wrong when a ticket is issued in 2009 and the person receiving the ticket is not notified until 2010, an entire year later. The second ticket I have no clue about because I never receive it. The first ticket was paid along with one(1) late fee.
I have been on the phone all week trying to explain the fact that I knew nothing of a second ticket or late fee(s). But the representatives I have spoken with do not care to hear about the circumstances that lead to this situation. They have a robotic script they follow and they stick with it, which prompted me to write this letter.
Please advise me of what I need to do to dispute these charges. Should I pay the fees and then dispute the charges and/or wait to hear back from the City. I drive daily and do not want a warrant issued.
I’m very upset and totally confused. Any help provided will be greatly appreciated.
