State of California is Scamming California Taxpayer - Deliquent Rebate

After April 22nd, 2010 I replaced my perfectly good working washing machine with an LG "Cash for Appliance" qualified Washing Machine, because the State of California promised a Rebate of $100. The machine was purchased from "Best Buy DDC 724" located on 14315 Pipeline Ave, in Chino, CA 91710. Their Utility Haul-Away program is a California licensed site under the number CAR810. They delivered the new washing machine and picked my working washing machine up for the required dismantling. Months later I received a card stating and I quote "Offer only valid for purchases made at California Retailers". After protesting I was told -and it was later confirmed in writing- that the real reason for the rejection was, that I purchased the new LG machine via the Internet. I protested again. In the "California Cash for Appliances Program Terms and Condition" it states in section 2: "Out-of-State purchases are prohibited. Appliances may be reserved online, but must be purchased at a California retail location". I send a letter to the “Cash for Appliances” department to find where to appeal their decision. I also asked what it means and how do you "reserve something online". I did neither get information of how and to whom to appeal nor an answer to my on-line reservation question. I believe strongly I am along with probably hundreds of other Californians being ripped off by the State of California duping us into helping reducing water consumption based on vague unclear language in their Term and Condition statement. I believe it is unfair and probably an unintentionally fraudulent promise. All rebate applications, email and correspondence between myself and cash for Appliances are available for review. Of course I like to me case resolved. The rebate amount of $100 is not the issue here. The larger issue is fairness and justice.
