Special Needs Family's Electricity Unfairly Disconnected - Electricity

My family's electricity was unfairly disconnected by BGE a week ago although it is winter and my family has special needs and I am paying on the account. I have had the house for 22 years always w BGE the provider and always paying more or less on time until 2 or 3 years ago. I have 4 people living in the house - one son,18, w severe autism, one son,14, w pervasive development disorder, and a wife who is blind in one eye from a brain tumor, and myself the husband, the sole income of the household. I have a past due balance on my electric bill, but I am able and willing to pay any reasonable payment plan such as 25% down and the balance monthly paid off in a year along w the current charges. BGE is refusing to turn it back on w a payment plan - instead they are insisting on 100% of the past due balance paid first. That is not doable. I had paid $1,000 just 3 weeks prior to them disconnecting the house. I had a number of turn off dates so was not sure when the turn off would be, if at all. BGE knows about my special needs and did not turn me off when the balance was low enough to possibly come up w. My finances have been a struggle but are looking up so this late paying would not happen again. I am current on my mortgage and want to stay in the house but the house payment taking all my money did cause me to delay paying BGE. Still I thought I was paying enough although inconsistent and I have a reasonable idea on how to get caught up. I was never disputing owing the balance and I was paying a late fee in good faith. It has been very difficult to live in the house w/out electricity. I appreciate any help I may receive by publicising this matter. I regret the circumstances causing the late paying, but this is no viable solution considering I am giving them significant payments.
