Direct Express Complaint

My 80 yr. old father was duped out of his Nov. ss check. With only a conversation over the phone, no signature, which my father cannot remember doing, and I know that he would not ever do, this private company, Direct Express, could reroute my father's ss check to a wrong address and leave him financially impaired!
D. Ex. # 1-877-212-9991 or 1888-741-1115
We called this company twice and they were very vague and non-helpful with any information that we needed like:
Who signed him up?
Where did his money go?
What help could they offer?
This makes me believe that this company can help criminals dupe other people.
