Sky High Water Bills - Water charges

We, the tenants of Vanderbilt Ct. received a couple of days ago our new water bill from the office sent by Sierra Utility Billing Services out of Austin, TX. What a surprise. These are alocated charges. Our bills ranged from lowest, $40.00 plus close to #100.00 for an apt's usage. We have lived before at another complex where the same water service is provided likewise and our bill with 2/4 using it would not go above $28.00 per month. My bill due is of $68.49 (for 1 month/1 tenant). I do not have any washer and dryer, I do not wash but most 5 dishes per week, I work full wk don't eat breakfast/lunch/dinner there so no dishes or used. Do not have a leak in my pipes, restroom, etc or waste any additional water at all. I asked one of the office personnel why the bill was so high and her "reply" was, that most of "our tenants have confronted us with the same question and we have explained to them that the City of Houston Water Dept. is charging us (all the complex) for the water leak they have had for over a month on the whole street, Ashford Park. They are almost done, so we recommend you call City of Houston Water Dept so they can rush fixing this leak and all of you are going to get your money back, BUT YOU HAVE TO TAKE CARE OF YOUR BILL". In the first place why would City of Houston refund the money to the tenants if they DO NOT have a contract with them?????? The company that provides services is Sierra. I also called Sierra inquiring about this high water bill as well as all these duplicate charges on the bill like; gas fee $5.00, gas/trash fee $3.00, water chg per usage $23.69, waste/water fee $33.90, again trash fee $3.00. Sierra explained that we had to pay for maintenance to pick up trash on property bkz tenants threw it. That one of the water charges was for water coming in to property and the other was for water going out of property, which is the water we use. Am 64 years old and have never heard of such charges on our local water bill. Taxes and of course usage yes, but not having to pay both for providing you with water then pay them for the dirty water that goes out of the apt. Please help us. Thanks in advance.
