Environmental Quality Assurance, formerly Florida Water Works Complaint

My sister in law, age 76, of Sebring, FL 33870 was sold a reverse osmosis water filter in 20010. She really didn't need this but on 9/15/11 they cane to change the filters and convinced her that she needed a ultra violent purifier costing $1695 in addition to the filter she has. She says they never explained why she needed this extra expense. Also we live in a retirement association with our own water plant that is inspected annually so she was talked into these only because commonly there is an extra chlorine taste but the water passes all purity inspections. She lives alone and at her age is an easy target for sales. Even though she signed a contract this has all appearances of being a fraudulent sale.
