I contacted Arrow Improvemtns based on phonebook ad guaranteeing work -licensed, bonded and insured. Sent rep, "Mike", out to assess and give estimate on driveway project. Project was complicated and needed to be pitched exactly to correct water drainage issue over old driveway. Promised to do all that I asked (I had researched problem, consulted contractors and engineers, etc.). Estimate was quoted at $1.50/sq. ft. and promised contract and guarantee when doing job 3 days later. Postponed on day of job, calling 2 hours late, citing truck breakdown. Showed up 4 days later, 5 hours late with no asphalt. Asked for $1100 up front for hot asphalt. Left 3 men to "prepare" drive. I had prepped it for a week. They swept it with a broom (no edging, washing, etc)then walked to neighbors to sell them driveways. Sat on my deck and grass for 2 1/2 hours. Mike returned (I had rescheduled missed app't from last cancellation in 11/2 hours. The crew laid the asphalt out by hand with no rolling, no meauring for pitching and only did 1/2 the driveway, "finishing" as I was about to leave. Wanted both checks made out to Salvatori Stevens, not company name($1100 + 1940-way over original estimate!) Mike cited needing extra materials and NYS tax. Still no invoice, contract or guarantee. I couldn't really see proiject well, but saw it ws only 1/2 asphalt - rest not touched! Mike promised to "finsih" driveway when doing neighbor's drive. Called me next promised date to postpone neighbor's drive. I was furious about mine so told they woulod be there within the hour to finish mine. Never showed all day - I called many times. Finally I threatened ot tell neighbor to withdraw order ($3000) if they didn't show. At 7:30 PM sprayed black sealer on drive and sprayed it on my house siding and left. 1st rain next night showed water problem worse than before!! Tricked them to comeback using false name and new phone #. Mike promised to fix the mess. Never returned even tho' I confirmed time and day 4 times the two days before. Went to Roch. address and asked for contract by phone since they wouldn't come to door or give me contract. Neighbors drive is somewhat better but they paid cash. No guarantee or contract mailed to them or given tp me. I am 67 and vision impaired. Neighbors are late 60's/70. 3 contractors and 2 paving companies said worse mess they have ever seen. Already crumbling (done on 6/17/2011) and no one will repair it. Must be demolished and done over at cost of $6,100-$10,000 + $3040 to Arrow Improvements. Have photos, phonebook ad, estimate in writing from reliable paver, witnesses to project saying they never machine rolled the asphalt, measured, edged and did it all in under one hour! (About 1500 Sq. ft)Asphalt absorbs water now, is wavy, crumbling, sticky form the heat and only 1/2 the driveway is even paved. HELP!!!
