Philadelphia Parking Authoirty and Rude Customer Service Complaint

Today I went to court to fight a ticket I received by the PPA, in Philadelphia. On Friday, April 8, 2011, my girlfriend and I went into Philadelphia to meet a couple of our friends from Jersey. Upon parking, we found a space on the 500 block of 4th street (corner of 4th and Lombard) and parked at 8:02pm. We have seen the show Parking wars, so we double checked the signs there, payed the kiosk and went on with our evening. At 9:15 pm, My car was gone. No where to be found. After calling and finding out that my car was towed we trucked over to the PPA off of spring garden to retreive my car. Upon arriving thy calimed I parked in a "press zone" When asked what that was there was no answer. Their exact words "Thats a new sign, we aren't sure what it means" HUMPH. Then they asked me if I was paying both fines or would I like a hearing. I asked what the two fines were. They said I also received a ticket for failure to stop at a stop sign back on 3/11/11, I told them I was never pulled over and I never received a citation or ticket in the mail. The lovely woman behind the counter told me "The police in Philadelphia don't have to pull you over to issue a ticket" REALLY? WHEN DID THAT START! So today I went to court to fight both tickets. I kept my voucher from the night, and took pictures of the sign, when in court today, They said "there's nothing we can do." I believe there is something we can do. Something has to be done. PLEASE HELP ME!
