individual scam artist Complaint

We booked a rental property in Hilton Head Island, SC. 13 man o war. Rec'd all the paperwork and paid by paypal. Upon arrival we were to meet the housekeeper who would show us around and give us the keys. No one showed up until we began to inquire. Security showed up only to tell us we had been scammed. After driving 14 hrs to get there, tired and two kids, we were met with four police cars, security and a realitor. All they could tell us was they could do nothing because it was out of their jurisdition, Then why four police cars??
I hope someone starts protecting we the people instead of the criminals.
