On June 10th of 2008, I contacted a vehicle listing and telephone # found on Craig's List for the Phoenix area. The vehicle was reported as being sold, but that he had several vehicles on his lot that were for sale. After paying cash for the vehicle and filing out their "Retail Purchase Agreement", I was instructed to bring the vehicle to the emissions station and return with the paperwork before the title could be mailed to me. (They also said the titles were being held off site at the owner's, Jason, home) On June 23rd of 2008, I returned to the lot with the completed emissions paperwork, but the lot was empty and the office was cleared out, including the picture on the wall. (all except three abandoned vehicles in disrepair) I soon discovered the signed contract had been falsified (information added) after it had been signed, and the “dealership” did not sign the document. Frequent attempts to contact the business by telephone only went to voicemail, and the title has not come to date. The police ran the VIN # and stated the title was clear and that it originated at a police auction. One of the salesmen (allegedly from Obregon, Mexico) went with me to Lugo Auto Repair (Taller Mecanico) at 326 North 16th Street, Phoenix, AZ 85006, where the man was known and expected by the mechanic in the garage area. Two men were working at the lot. Suspect #1 is a Hispanic male appx 5' 10", stocky build, 35 years of age, short hair, Gotee, Personable, limited English. Allegedly this man's brother runs the company. Suspect #2 identified by the name Yogi, is a Caucasian male (Tan), appx 5' 10", slender build, 25 years of age, medium length hair, no facial hair, business attitude, strong English, has a background in the I.T. field (he allegedly wrote a web browsing program where he uses the mouse to draw a red line on the web page signaling it to perform different actions).
