When I first started residential electric service with PG&E, the initial monthly 'Baseline Quantity' of electricity allotted to me was 1,017.9Kwh. I was given that full amount in a 'block' of service ONLY once during my entire service history. For the duration of my service history, PG&E has consistently 'adjusted' my monthly 'Baseline Quantity' so as to 'create' false 'overages' customer electrical usage. These 'overages' create additional revenue for PG&E without detection as the 'customer' is still receiving the TOTAL monthly Baseline Quantity, just in 'pieces'.

I filed a complaint with the CPUC, File #138403; about the 'fluctuations' in my 'Baseline Quantity', and the fraudulent billing practices of PG&E. As of today, PG&E has managed for a 'second' time to get my complaint dismissed.
On this last occasion, I received a letter from Susan Wong of the CPUC, telling me that my appeal was denied because 'PG&E' has checked it accounts and has found its billing accurate. I appeal was to have the CPUC check PG&E's records to determine is the billing practices were accurate. After contacting Susan Wong of the CPUC (today), and explaining my confusing regarding the recent denial of my appeal, and the grounds thereof, she informed my that she would (again) forward my 'appeal' to her supervisor (three months and still waiting for that to happen) for review.
I'm submitting this story because I believe that Susan Wong of the Consumer Affairs Branch is in league with PG&E to have my 'complaint' buried so as NOT to call attention to the fraudulent billing practices of PG&E.
I have posted a spreadsheet comprised of all of my electric bills, detailing my Baseline Quantity and Usage on the above listed website to support my story. The spreadsheet shows all of the 'overages' that I was charges will still ONLY receiving 1,017.9Kwh a month. The spreadsheet shows how my 1,017.9Kwh was broken up every month to provide PG&E with more revenue through fictitious 'overages'.
I have all of my original electric bills for review. I am willing to provide whatever additional information is needed to substantiate my claims of fraud against PG&E.
