ATT - paying for something that I shouldn't - allowing others to charge to consumers without checking it out

it is called a Transaction Clearing; seems it is happening all over through AT&T, I looked it up on the net, and it shows it is a bocus billing and AT&T is allowing them to bill through their phone bill; I have no idea what it is for; please check it out many people have been placing it on the web stating it is not ligit. I will not pay it. Their is an attorny, I think in Oakland, checking it out. So please keep me informed, I do not want to lose my telephone service because of a bocus billing. thanks Carolyn
