Philadelphia Parking Authority Complaint

Officer Lied, She Wrote the Ticket! - Parking Violation Ticket

- Center City - Philadelphia, PA
Monday, April 12, 2010

Came back from Chinatown to buy buns and found a ticket (45740763-3 for "NO HP" on 1200 Block Arch St. for $301.). I called the "ticket lady" whom I saw as my husband and I were walking back to our car. I called her to come over to our car. First, I asked her if she wrote the ticket and she said she DID NOT ( I had a feeling that she was lying, because her name shows (DEFELECI) and the name on the "SIGNATURE OF THE OFFICER" shows "A Def" and then, she asked me if we moved our car. I answered her "NO!" why would we move our car?! We were just coming back from Chinatown? I told her to do something about the ticket! She told me that she will call her supervisor. She was using a walkie-talkie and then her cell phone. She said, she could not find her supervisor... and then, she was moving around... we waited and waited (I told my husband that this is not fair)! She finally was talking on her phone and but I didn't hear her say anything about making a mistake for writing us a ticket! And I told her "you should tell the person on the other line that you made a mistake because we are not parked on the handicap spot”. When she got off the phone she said she couldn't reach her supervisor and that she can't do anything about the ticket. She told us to call the number on the ticket to schedule a hearing... I told her what????!!! This is not fair lady, you made the mistake and now we are going to court to pay for the mistake that you did!?! I asked her what is the name of her supervisor, she told me "Supervisor 16". So I wrote it on the ticket and also her name - on the badge (which was often times was covered with her arm). I told her that it's not fair, it's not fair. She said she can't do anything about it. I keep telling her that we double checked and read the sign before we parked! My husband and I made sure that we didn't park on the wrong spot! We paid our meter! We did not violate anything here, and now we are paying for your mistake?! She said she couldn't take back the ticket and we could call the numberto complain. She said I'm sorry but I can't do anything! She told me that…”you took pictures and that should show where you are parked”. And then she left. I went in the car, but I then I told my husband that I couldn't possibly leave without making her sign the ticket to prove that she made a mistake! I don't want to pay $301 for her mistake! I went out of the car to look for her but I couldn't find her anywhere...

But down the street in front of the Reading Terminal there was a technician for the Kiosk and another guy with him who works for the Parking Authority (I think his name is Ricci if I'm not mistaken) . I told him that the ticket lady gave me a ticket for something that we did not do. She clearly made a mistake but she said she couldn't do anything about it. He looked at where my car was parked... and we did not violate any parking regulations. He tried calling a supervisor and he tried and tried... He told me that he could not reach anybody; he said perhaps there's a meeting or something. And then, as he was walking away he told me that he will try one more time. He told me to take pictures, I told him that we already did. He left and I walked back to my car... then after a minute or so, a car pulled over and it was the guy (Ricci) who was trying to connect to a supervisor... he advised me that a supervisor will come to see me but I probably would have to wait for about 15-20 minutes, I told him we will wait, this is a $301 ticket for somebody's mistake. So my husband and I waited, then a lady came and she asked me what is my complaint, I told her that I got this ticket and the “ticket lady” clearly made a mistake for writing/issuing it. Then, there was an older guy (works for the PA) who showed up and he started talking to the lady (supervisor), he said that he remembered the call on the radio and that the girl (meaning me) moved the car. I said, NO! Nobody moved the car! We were just coming back from Chinatown and I noticed as my husband was shutting the door, I saw the ticket! I don't understand why they kept mentioning that the car was moved?!? This is what's making me really upset? Why are they twisting the story here?! She made the mistake and they are not mentioning the fact that she was the one who didn't read the sign correctly and so quick on writing a ticket to innocent people like us! And now, they are saying that we moved the car?! What is this?! WE DID NOT MOVE THE CAR! NOW we are put in this situation, inconvenient fir us! Calling and scheduling a hearing to dispute the ticket? What if the court doesn't believe us? What if we end up paying the $301.00?! This is not right!

And when we schedule to go to 9th and Filbert Streets? Does it mean we have to take of from work? Take a vacation day for a mistake that this lady made!!!!!!!!!!!!!!!! The time? The money?! This is all because the ticket lady made a mistake and because she did not check carefully before she wrote the ticket!

This afternoon, when I called the number on the ticket, I was told that there's no information on the ticket yet 45740763-3 and that I should try back on Wednesday.

Clearly you can see that we are not parked on the spot for handicap. My husband and I made sure that we did not violate parking – we even looked twice, read the sign before we started walking away from our car.

what a shame of Philly parking authority! They were waiting next to my car and wrote a ticket just right after my meter parking expired.
