Nothing to be thankful for this Thanksgiving - Electric

I am writing about a friend of mine who lives in Philadelphia, Pa. His name is Anthony Macrina. He is a disabled male, 46 years old receiving $1,038 in Social Security payments each month. The electric in his home was shut off on October 26th due to an overdue bill of approximately $4,000 (I can't understand how a bill get this high). In the past month, he has been to Crisis at 1348 Sedgley Avenue, Phila., LIHEAP and UESF for help with having his electric turned back on. He was told by each organization that PECO will not turn his electric back on until the entire $4,000 balance is paid in full. Anthony is learning impaired and is a diabetic who takes insulin which should be refrigerated on a daily basis. He is living without heat and electric because electric is needed to turn on his gas heat. He has contacted legal aid, an attorney's name was given to him but this attorney never returned his calls. Is there any answer for this situation?
