no heat but a 15,000 lien against home by Brooklyn Park abuse of funds - federal grant/loan program

I applied for a federal grant/loan assistance program when my home froze up due to failure of Brooklyn Park to shut off water at street although for 7 years I have notified them of faulty and malfunctioning shut off valves BEFORE THE METER...due to a malfunctioning hot water heat boiler pump malfunctioning...the domestic water lines froze and burst..all toilets and faucets to sinks, showers, tubs and exterior lines had been shut off properly and toilets and drains treated with antifreeze while I was out of state...Brooklyn Park claimed responsibility for the malfunction of the shut off valves and replaced the blown out meter at their cost...at this time I was allowed to apply for a grant to fix damages...I contacted a contractor who put in an old rusty boiler without my consent...while Hennepin county (who was the administrator for Brooklyn Park financing this loan) approved the contractor without my consent and against my wishes..as the contractor refused to send me a written estimate and contract detailing his fees and expenses, claiming that he was dealing with the county NOT me...he then proceeded to produce phoney documentation for this boiler, failed to pull any permits and intstalled this boiler while I was out of state...Hennepin county not only was notified of this, but assisted me in making color copies of the boiler that was all rusted and the faulty and burned copper pipes that were leaking as early as 5 days AFTER the installation....it was then that I was made aware that this contractor was sent my private financial information allowing him to see how much money was allowed for this job and other repairs...he bid out originally a $5,0000 bid and when he found out there was $30,000 allowed for repairs to the older home (this was to include roofing and air conditioning etc and other minor repairs...NOT for just the few water pipes and two main floor registers that needed replacing).. he proceeded to raise the bill to $15,000...even though he refused to meet any of the BOLD FACED TYPE WRITTEN REQUIREMENTS OF THE CONTRACT..failed to notify me of the installation...and did so without my knowledge....and then refused to tell me where he had purchased the unit.. he had not even pulled any permits or even applied to the city for any permits...he did this after I raised issue approximately 15 days after I had returned to my home to find 8 foot long holes in my living room, dining room, hallway and kitchen ceilings, done by not the contractor but workers who were not licensed at all to be on this job without him being present...his cell phone records proved that he had not been on the job at all or even in the same suburb for any of the work done that he claimed he did.. ..after fighting with him for a year...a volunteer lawyer was assigned to me...who refused to represent as there was more than the required 50 hours involved due to the fraud, the bogus receipts, the fraud on the part of the contractor, the breech of contracts, and the breech of confidentiality on the part of Hennepin county as well as the city of Brooklyn Park....this attorney refused to submit information that I finally served suphoenas to the company that was supposed to have supplied this boiler...and instead met with the contractor without my knowledge at least 5 times...which this contractor admitted to in the "railroad version of arbitration " that was forced upon me ...even though the rest of the entire contracts were voided and null due to the refusal of the contractor to comply with the rules of the contracts...after having no heat in the house due to this old rusty boiler malfunctioning ...Energy assistance finally stepped in and replaced some of the leaking copper pipes as well as the faulty water heat pump, and some miswired electrical...this pump malfunctioned again...due to some more leaking water pipes that would not allow the water pressure to remain constant...I still have 5 gallon pails all over the basement that fill within a weeks time due to burned out copper soldering..the inspector from the city when finally summoned refused to inspect the boiler and the pipes although it was apparent that they were leaking...he was at the home less than (9) NINE minutes total...of which he ignored my request to inspect not only the boiler, but the vandalism that was done to my home ...including burning the carpeting in the living room, huge holes in the ceilling where there was no damage in the first place, lost radiator parts, stripped insulating coils on the register that was bid out on the bill to have been replaced...not stripped and soldered together piece meal...I refused to sign off on the permit inspection...and notified Brooklyn Park of this situation as well as Hennepin County...neither Hennepin county nor Brooklyn Park would come out and inspect the damage, old boiler or misinstalled registers...I have no heat to this date that is working...there is no heat what so ever on the top floor of the house...as the hot water heat pump has failed again due to the loss of pressure within the lines because of even more leaking pipes to the unit..the boiler does ignite but fails to stay on long enough to allow the house to become any warmer than about 50 degrees and the is due to gravity of the hot water in the lower extremities of the pipes.
