I would like your help and assistance regarding the issue noted below.
On September 27, 2001 I received a notice that the owner of the lot next to mine at 433 Santa Ana Ave was planning to build several homes on the empty lot next to mine. I immediately expressed concern due to previous problems with this owner, filling and grading the lot incorrectly thus causing flooding and fence rotting issues to my property. They added about 300 tons of dirt and incorrectly graded it which caused my yard to flood.
The owner built one home in 2002 under the original permit which I was notified about prior to the commencement of building. It is my understanding that as surrounding owners we were to be notified prior to the issuance of further building permits for that lot.
Two weeks ago this owner began building a large two story home on the lot. Neither myself, or any of my neighbors, to my knowledge, were notified that a building permit had been issued. The large 2 story home is not compliant with the surrounding neighborhood structures which are all small single story family dwellings. This building blocks skyline view and invades privacy by creating direct views of my bedroom, living room and back yard. This is the only 2 story house in the area.
According to the North Sacramento Community Plan under the Sacramento 2030 General Plan, adopted March 3, 2009 under Building Heights Recommendations it states:
These recommendations are meant to provide direction to ensure that the height of new development is consistent with the vision of the Robla opportunity area and compatible with adjacent uses.
It is our agreement that this 2 story structure in the midst of single story homes is not compatible with the adjacent uses of our neighborhood.
Again, we, as a neighborhood, did not receive any notification that this home was being permitted or we would have expressed strong opposition. This building will invade the privacy of 8 homes directly underneath it.
I would like to inquire as how to go about the instigating the immediate cessation of building so these issue can be resolved. The building also appears to be dangerously close to existing power lines.
