Military Star Card Program garnishing wages of a Veteran who has not served in 7 - Credit Card

I have been out of the Navy since Dec 15. 2003. I was employed for over 7 yrs bouncing from home to home. I am now a student trying to get my nurses degree and I filed my taxes this year in 2011. My taxes of 1000 was garnished. I checked my credit report to see if there was a reason and there was none. I received a letter from the IRS stating that I owed Aefes Military star card. I then called their 1 800 654 4074 number to discuss why they garnished my funds. They said they have a right to. I told them that I had not served in the Navy for over 7 yrs and I do not see any debt showing on my credit report. They told me that I owed but refused to tel me how much. I then told them to send me a letter stating that this is my debt and they refused. I am sitting here believing now that they have a right to garnish wages indefinitely without notifying me of any debt. I thought that we were in a democracy society where we had the right to be informed prior to such things occurring. I also thought that after 7 yrs items are charged off your credit report. I do not deny that I had a Military star card while in the US Navy. I do deny that it was or exceeded 1000 and I would like to know that I will not be indefinitely charged till the day I die through a malicious agency that does not seem to have to follow normal consumer rules.
