lack of concern for safety

To whom it may concern:
On April 12, 2009 I was issued a traffic violation ticket numbered AAH0241194 and summons by officer Tindel as I was heading west towards the Brooklyn-Queens expressway. It would be greatly appreciated if you could review the circumstances under which this ticket was given as well as the maltreatment and lack of concern for safety I experienced.
On the afternoon of the twelfth I was struck sudden feelings of weakness, dizziness and light headedness and was delivered a therapy shock by my ICD (Implantable Cardiac Defibrillator). I am afflicted with heart condition known as Tachycardia Arrhythmia which causes irregular and life-threatening heart beats. When I am shocked by my ICD it helps restore a normal heartbeat and so a hospital stay is unnecessary. Resting after such a shock is given is necessary in ensuring that unconsciousness does not result and so out of a concern for my own health as well as the safety of my family and fellow motorists I looked for the nearest emergency lane so I could switch positions with my wife who was in the passenger seat. Unfortunately and to my dismay there was no emergency lane, so I pulled alongside a median separating two directions of traffic behind a toll booth to the bridge. It is at this point as I was exiting the vehicle I was approached by an officer who insolently told me to remain inside the vehicle and was instructed to pull between the median to the other direction of traffic. As I was trying to explain the situation the officer refused to hear my explanation and proceeded to tell me I was trying to avoid paying the toll and that I was a danger to public safety. He took my license and registration and was gone for approximately 10 minutes, when he came back he had a ticket in hand. I proceeded to argue with him, I had not had a chance to explain what had happened, been told that I was being issued a ticket or been told what exactly my violation was. The officer then told me If I had a problem I should refute the ticket.
I pleaded not guilty to the ticket. At the hearing I tried to argue my case to the judge. However, the officer that issued my ticket blatantly lied to the judge telling him that he issued the ticket as I was attempting to drive away from the toll booth. This account by the officer is entirely untrue and libelous. The judge chose to believe the officer’s account over my own. The judge stated that if I was feeling the type of health concern that would cause me to pull over it would also be sufficient enough to send me to the hospital. As I have stated before the function of the ICD is to minimize the amount of time I would have to spend in the hospital otherwise. The judge decided I was guilty and I was told to pay a one hundred twenty dollar fine. I feel if adequate emergency lanes were present and law enforcement officials were more concerned with the well being of motorists rather than uninhibited violation giving the entire situation could have been avoided. I am being penalized by that state and city of New York for being proactive in the health and safety of others. If I had fallen unconscious at the wheel untold amounts of lives could have been negatively affected.
