Heritage Aire Complaint

Does a company that pulls a permit for a job have to be responsible to make sure the permit has been approved. I think so. How else are you to know the job has been done to code. The company I used pulled the permit in 2008 and to this day has not had the job inspected. I have e-mailed, called and the permit dept sent them a letter. I just get the run around the usual " will have someone call you".What can a consumer do?
