Pasco county court Complaint

Pasco county judge Lowell Bray, sent a letter on April 20th that as of June 1st, he would no longer sign Motion and Orders for civil process servers and would force all service of process to be done by the sheriff. This is move is putting several people out of work and creating a backlog in both the sheriff's office and the courts. How can a judge change the rules set up by the county and with state law and put several people out of work just because he is to busy ? I have the letter that was sent to the adminstrative judge.
