I've been sold three times - Retirement Benefits

I'm about to retire and so I started to call in each job, finding out about the retirement and to give my new address. For two months I called the HUSD Personnel Dept with SS number, name and school I work for, for four years. They said at that time the retirement program was this. I called and they said they sold it to this company and so I called and they couldn't find me either with SS, Name, School ID No. or my W2's....but they also sold to another company and they couldn't find me either. I called Personnel again and they said I don't know where else to tell you to go, so I gave up. Then one week ago I call up Cal Pers my retirement program to collect my first two years ARP before going into Cal Pers. Nope you can't do that because HUSD gave you one month of service and so we put you into a tier 1. What? So I call the accountign dept at HUSD and asked who gave me one month of service when I worked four years and you could not find me? We don't know. Well either give me four years of service which would give me Nine Years with Cal Pers or take the one month of service off my record so I can collect my first two years. We didn't do it so we can't take it off. Ok then, who gives credit for service? I don't know? I wrote the superintent Janis by email I'm again last week I'm sure I'll get no reply.
