ILD teleservices Complaint

I recently noticed a $13.73 charge on my Nov. 2011 Verizon home phone bill. When I investigated, I saw it was for "ILD telesevice", a third party charge added onto my phone bill on 10/22/11. I called my Verizon billing dept. and after some time, they were able to credit my account for the amount. They said they could not tell me what or who "ILD" is, and that I would have to call that company for specific information. I was just happy that Verizon was able to credit my account. This scam needs to be investigated. I'm not sure how they are able to put this charge on your phone bill. Furthermore, I don't understand how these phone companies allow this to happen. Thak you.
