Seattle Car Rentals Complaint

I live in Tennessee - PLEASE HELP - Car rental

I don't know where to turn and am in a serious situation with this company. My 23 year old daughter moved to Seattle on October 18th. We were having to ship her car out there so in the mean time rented her a car. Most of the places said they would charge an extra $75 a week because she was under 25 and would not take a credit card over the phone. Someone at Avis recommended Seattle Car Rentals saying they would not only take a card via fax but would not charge the under 25 fee. The woman, who has a foreign accent that sounded as if she were from India, faxed me the paperwork that did not have the rental amount on it. First mistake. When our credit card bill came in the mail there was an $1150 charge on it from them. My daughter still had the car so I called the place. The woman said they billed $1000 a week fee, that would be reimbursed when the car was returned. I explained that it had taken over a week to be able to find someone to pick the car up for shipping to which she reassured me it was OK for my daughter to keep the car as long as she needed it. I am in Tennessee and although I had never heard of such a thing I have also never been out west so I thought things might be handled differently then where I live. Second mistake as I should have called and followed up on it. It was my understanding that my daughter took the car back in early November. Third mistake. Our credit card bill came in the mail yesterday and the charges are as follows:11/03 $1150.00 ; 11/03 $1300.00 ; 11/09 $1150.00 ; 11/10 $1300.00 ; 11/23 $1450.00. This does not include the first $1150 that was charged the previous month. I immediately called my daughter to which I found out she still had the car and she had been driving it so her friend that moved with her could use hers. After a SEVERE chastising (and that is putting it very lightly) she took the car back. Nobody was at the office when she got there (it was early afternoon your time) so she called the number and the woman answered, told her to put the key and the GPS system in the glove compartment and leave the car, with the drivers door unlocked, in the parking lot. To her one credit, my daughter did try to call me because she was uncomfortable with this procedure, but I was busy with work and could not immediately answer the phone. She asked about when the charges would be reimbursed and the woman told her "within 24-48 hours. She told her that she wanted an itemized statement and the woman told her she could not do that and that my daughter would have to call a different number to get it. When I called my daughter back she gave me all of this information. I tried calling the number to the "billing office" which was supposed to be in a different location. I got an answering machine so I left my name and number. I called again this evening and the SAME woman answered. She then told me the car has been broken into after my daughter dropped it off. A "window had been busted out and the GPS was missing." I asked about the money and she said that yes, it would normally be reimbursed within 24-48 hours but since the car had been broken into their "manager" would have to review it but he was in LA and would not be back until December 14th. My daughter googled the company and found similar complaints, to a lesser financial degree, and I did the same and found where I could turn my story into you all. I truly don't know what to do. I trusted a company that was recommended by Avis. I would not normally trust an independent company so easily. And being so far away makes it even worse. Believe you me, if I were there I would be pounding on their doors right now. I have been taken completely for a long train ride that does not have an end in sight, even with the Dec 14th "return of the manager" date because the only name I can find associated with the company is the same woman "Fay" that all the other complaints mentioned. Please help me if you can. I am truly at my wits end with this. Not to mention, ready to strangle my middle daughter!!
