how a 50 cent toll turns into a $19,000 toll

Illinois came up with a great idea,"easy tolling". All you need is an I-Pass account and you can stay in the fast lane and not pull over to the right lanes while going thru tolls hence avoiding long lines to pay your toll. I purchased my I-Pass account responder in 2003 and have had one ever since. When you money gets low it gets replenished right from your account automatically. So far sounds great right? But I have 4 cars, do I need 4 responders? I asked the state. My response was no. All you need is one for all your cars. The thing you have to remember is to update it when you move or get new cars even though when your car goes through and you don't have the responder with you or you have it in another car the state has to look up the owner of the car or look up who the car is registered to and send you a notice in the mail. So you get THIS LETTER WITH FINES ADDED ON, MAKE A CALL AND THEY CHARGE YOU THE TOLLS. great, YOU KNOW WHO I AM, WHO OWNS THE CAR, WHO THE CAR IS REGISTERED TOO SO WHY CAN'T YOU JUST BILL BY i-pASS ACCOUNT? They have to waste all this paper, all the postage and pay someone to send out a notice to tell you you own the car that went thru the toll that didn't have your I-Pass responder in it. They have all the info right in front of them and if they don't how am I getting letters. Anyways I received a few of these letters for amounts unreal and played the game and all they do is make you pay tolls you missed because they told you in the beginning you don't need one in each car. Eventually I forgot to register a jeep I got, one of many vehicles I have gotten over the years. I am not a wealthy guy, so I buy beaters. I try to remember to put on the cars and take off the cars off my I-Pass account. Back In 2007 I forgot to register a jeep with I -pass and they said I received letters. I probably did but such as life I thought they would just take off the tolls because they know who the car is registered too, but instead of making it easy, they keep adding on fines and after 2 years I just received a letter from a collection lawyer for $19,000 give or take take a few hundred. I think I only paid 500 for the jeep and had it for 2 years. They said they made me a settlement offer of 700 or 800 in 2009 but back then I don't remember because life goes on, my wife and I both lost our jobs and our home was being foreclosed on and they were repossessing a car around that time. If they know who owns the car and tell us all we need is one responder and sent me letters because it is my car, why can't they just take out the toll off my I Pass account. Now I am buying the highway instead of paying 50 cents. Can you help me? Now I am in financially bad time in my life and have been the past 5 years. I'm not looking for sympathy or a shoulder to cry on, I just want to pay my 50 cents or whatever amount I legally owe for my tolls. This just seems like another scam to get more money for a money hungry almost bankrupt state. Is there anyone who can help me or at least find me a hardship loophole where I can make my 850 settlement on my 500 dollar jeep that I forgot to register even though they know who owns it because I already paid my state taxes and license plate fees for the DMV. Since then I have moved 4 times. Perhaps a letter or two was really lost in the mail.
