Lillian Wald Housing Complaint

Is hoarding legal in New York City Housing? I curently reside in Lillian Wald Housing on the Lower East Side my neighbor who vacant two apartments 9EF is a hoarder the City contracted a company to clean her apartment who came out three times already and her sister who is the leasee has benn transferred to a two bedroom apartment and the sister who is making my neighbors and my life unbreathable is not on the lease the Housing Assistant and Mangement have a new story daily she will be out the first of the month will it has been four months since the leasee has vacated the double apartment why are the families who live on the ninth floor still suffering?
