HAMP Program - making homes affordable program

Has anyone had any help with the HAMP mortgage program? The Obama administration helped bail out the banks and gave billions of $$$ to help people modify home mortgages that qualify. It seems that almost everyone that applies gets declined. Is the Obama administration following up on this program???
