Red Cross Complaint

This is Congenital Heart Defect Awareness Week, I have a friend that just lost her baby to this after three short weeks.. she has set up a blood drive that was to began on Feb. 10 from 3:30pm till 8:30pm in memory of little Hailey, we've passed out fliers, made phone calls.. and she is out money that has been put into it herself,2 days till the blood drive and they tell her they changed the time to 10am till 3pm and also told her they don't have time to make more fliers.. there are so many people willing to donate blood but can not do so at the 10am -3pm time frame..This is suppose to be Hailey's week, Isn't it illegal for them to do that?
