M and g window washing and gutter cleaning Complaint

I requested a gutter cleaning from M and g window washing and gutter cleaning based on a flier that was mailed to our house. The flier claims that they are license and bonded. Unfortunately after 20 minutes of work they charged me more than two times the listing on the flier 295. I called the gentleman to ask why the price is so different than the listing and he called me stupid and Jewish ("are you Jewish?"). 

What is the process in filing a complaint and what association would license such a company?  Please advise.
