HAZARD Ford 1997-2003 Ford Expedition, Navagator, F-150 Windshield Leak/ Electri

I am sending you this email regarding severe electrical problems I am experiencing with my Ford Expedition. Per service personnel at the Jenkins & Wynne Ford dealership in Clarksville, Tennessee, these problems are a direct result of water intrusion into the GEM/CJB due to a faulty windshield as outlined in the following special message sent directly from Ford to all Ford dealerships in April of 2002:

*FORD SPECIAL MESSAGE #15773 VARIOUS ELECTRICAL CONDITIONS RESULTING FROM WATER INTRUSION INTO THE GEM/CJB
SOME 1997-2002 EXPEDITION AND 1998-2002 NAVIGATOR VEHICLES MAY EXHIBIT VARIOUS UNUSUAL ELECTRICAL CONDITIONS, INCLUDING BUT NOT LIMITED TO: FRONT OR REAR BLOWER OR EATC STAYING ON WITH KEY OUT OF THE IGNITION, RADIO STAYING ON AFTER DOORS OPENED AND KEY OUT OF IGNITION, WIPER CIRCUIT FAILURE CODES, AND MULTIPLE SYSTEM WARNING LIGHTS WITH 'SHORT TO POWER' OR 'LOW BATTERY VOLTAGE' DTCS. THESE SYMPTOMS MOST OFTEN OCCUR AFTER A RAIN OR SNOW.

THIS MAY BE DUE TO GEM/CJB WATER INTRUSION RESULTING FROM A WINDSHIELD WATER LEAK. TO SERVICE, REMOVE THE GEM AND CJB FROM THE VEHICLE, SEPARATE THEM AND INSPECT FOR WATER CONTAMINATION OR CORROSION. IF FOUND IN EITHER COMPONENT, REPLACE BOTH COMPONENTS AND COMPLETELY RESEAL THE WINDSHIELD.

EFFECTIVE DATE: 04/05/2002

These problems have existed for years. And although I have taken my vehicle in to have correct these problems, at no time did any service personnel reference the above message, or fix my vehicle in accordance with prescribed guidelines.

The following is a summary of the services performed on my vehicle that are a direct result of this problem. I will be more than happy to provide copies of these documented services upon request.

*Dec 2000: My husband and I purchased our vehicle in Washington with 13,000 miles on it while on Christmas leave from Germany, and our truck sat in storage until our return in Sep 2001. We then drove our vehicle from California to our new duty station at Fort Belvoir, Virginia.

*Jan 2002: We had issues with the electrical and transmission modular. We took the vehicle to the World of Ford dealership in Arlington, Virginia. They replaced the power train control modular, airbag light, and the Check Engine light, and reprogrammed the GEM modular. The odometer reading at this time was 26,795 miles. Fortunately, the vehicle was still under warranty.

*Jul 2002: I took the truck back to World of Ford in Arlington, Virginia for the following problems: transmission slipping, Check Engine light, airbag lights, and ABS lights. Ford said they could not duplicate problems. The vehicle was still covered under warranty with an odometer reading of 30,481 miles. Again, although the Ford Special Message had been released in April of 2002, at no time was it mentioned to me as a possible source for these problems.

*Sep 2004: I went back to World of Ford with the same problems mentioned above, plus the trip meter/odometer was blinking in and out. They replaced the LED and electrical connections under the driver seat, and fixed the lights on the dash. I had to pay $600.00 for these repairs. The dealership wanted an additional $500.00 to fix the odometer/trip meter lights, but we simply could not afford to fix it at that time. Still no mention of the Special Message. The odometer reading at the time of these repairs was 56,076 miles.

*May 2006: My vehicle is currently sitting at the Jenkins & Wynne Ford dealership in Clarksville, Tennessee because of electrical issues. I took it in because the transmission felt like it was slipping sporadically (mentioned above), the Check Engine light, the ABS light, and airbag light are still not working properly (mentioned above), and, of course, I still have the problem with the Odometer/trip meter. A service employee, Mike Burnes, told me on 16 May 2006, that Ford had manufactured some front windshields incorrectly and that I needed to replace my front windshield, fuse box, and wires in my dash because of corrosion, and rust caused by the rain seeping through the windshield and running on the inside of the truck into the dash and fuse box causing extensive damage. Mike Burnes told me he believes the extent of the damage is indicative of years of precipitation getting into my vehicle because of the faulty windshield. They had to replace the front windshield, electrical wires in the dash and fuse box, the fuse box, GEM modular, transmission modular, airbag control
modular, and fuel injection gas pump. My cost for these repairs is $2632.00. In addition, my transmission is on the verge of needing to be replaced - they found twice the amount of metal shavings in the pan than normal for a vehicle with only 81,000 miles. Replacing the transmission will cost $3000.00. Service personnel believe this problem may have also been caused by the faulty windshield/water damage. For now, we do not have to replace the transmission; however, they are not sure how long it will be before I will have to.

At this time, my truck is scheduled to be repaired tomorrow, but I can't afford these repairs, nor should I have to. It is my belief that

1.) This is a FORD manufacturing issue. Ford recognized the problem as far back as 2002, but did not recall or alert individual vehicle owners. Because of pure negligence on their part, I have had to take my vehicle in for repairs on 4 separate occasions.
2) Jenkins & Wynne of Clarksville Tn, HAD to repair/replace the electrical issues (totaling $2632.00) before they could move on to the transmission problems. Now we've discovered we may have to repair/replace the transmission (an additional $3000.00), and this problem may be directly related to the faulty windshield. In addition, Mike Burnes said the truck was throwing electrical codes and did NOT have a spare digital dash to find the problems before repairing/replacing parts and charging for
parts one at a time. I HAD NO CLUE this was going to COST this AMOUNT of money because I was not given an estimate prior to. Again, they couldn't give me an estimate because problems needed to be fixed before they could move on to the next set of problems and realize the full extent of the damages to my vehicle.

The payoff for my truck is $7400.00. And now I am looking at a minimum of an additional $2300 - $5300.00 worth of repairs that could have been avoided if Ford and/or their dealerships where I had repairs made to my vehicle would have fixed the problem from the very beginning.

The bottom line is, I have sent this information to several agencies - Ralph Nader, Consumer Affairs, Better Business Bureau, National HWY and Safety, and the Center for Auto Safety - to report this because I feel that Ford neglected its consumers by not alerting vehicle owners to these potential problems and the safety hazards associated with them.

I would appreciate any assistance or guidance with this issue.

I too am having problems with my 2000 Expedition. The mileage odometer works when it wants too - like yours sometimes it lights up and then again it doesn't. The truck shimies when you take off like the transmission is slipping bad. I took the truck to 4 different shops and they all told me the same thing - $1800 to rebuild so I went and bought another transmission and the truck still does the same thing on take off... HELP - does anyone know what the problem could be ?

I too am having problems with my 1999 Ford Expedition.with 156,000 miles on it. The mileage odometer works when it wants too - like yours sometimes it lights up and then again it doesn't. also I have problems with my drivers door electric window it works when it wants too. all the other windows are fine.Then there's the electric door locks weather I use the key or the remote the lock motors will not stop running. they lock and un-lock. to get in I have to hold the key in the lock turn the cylinder holding the lock back from the motor witch trys to relock and lift the handle with my other hand to open the door. then I play with the locks on each door untill they stop running. I haven't had this fixed becouse it would cost to much.and I really can't aford it.

Mine started last year, called local Ford dealer and he immediately called his attention torward the windshield so apparently this has been going on for some time. The fuse block under the dash and GEM was replaced under warranty but was told to get the windshield replaced which I have not done yet, If a Ford dealer recognizes this why can't they also take into their body shop and re-seal the windshield after electrical components are replaced or should of I suggested that and then they would of done it for no-charge or half cost even in the proffesion I'm in "call backs" give you a bad rep.

We too are having problems like this with our 2001 expedition. We have taken it to the ford dealer and he has put in a alternator, battery, and a tempeture control head before we discovered the above link. They have since replaced the windshield but we still have problems every time it rains. They are now telling me it is all in my mind as it works perfect for them. I am ready to park it in downtown Memphis with the keys in it. Ford national so I have no recourse except for the local dealer and they will not esclate it to the regional or national level. My next automobile WILL NOT be a Ford (Fix Or Repair Daily).

our 1999 exp. has the same thing too. had the windshield replaced by another company and they used enough glue to do 3 expeditions. and it still does it every time it rains we have to take out the 50 amp main fuse to keep the batery from going dead. it has had the 4wheel drive computer and all the sensors replaced. also had a problem with the rear drive axle. the pinion seal kept coming out, finally they had to replace the whole rear axle assembly. i guess it wasn't molded properly so the seal didn't press into it tightly. the rear wiper hasn't worked in quite some time. the windshield installer told me it could be the top luggage rack leaking. i'm thinking about removing it and sealing it with marine silicone this week, since my wife called me again tonight and had to have it jumped off again. not good for the 3 month old battery and alternator. i even sealed the cowl were it had some 2 sided tape that pulled away from the fire wall and i had noticed water dripping on it in the rain. i like the truck, but it would be nice if it worked properly and reliably

this past week I remover the luggage racks and put marine silicone on all the screw holes and in them and reinstalled it. also sealed the top trim over windshield and filled in the two dipps on the top were it meets the windshield with silicone also. And down the sides were the glass meets the rubber trim. Then i sealed between the door seals and the cab above both doors. I just cut the tip so it only allowed a small amount of silicone to come out, and lifted the trim and rubber seals and ran a small bead between it then pressed it against the cab and wiped off any extra, so it couldn't be seen. i also removed the cowl and sealed the seams near the hood hinges then after reinstalling the cowl then I sealed the forward edge of the cowl were it rest on the firewall. It rained all day yesterday, and it for sure would have had electrical trouble before this repair i made my self, but it did ok nothing messed up. note i had the windshield replaced by profesionals previously and the problem still existed. i think it was the luggage rack but it could have also been something else I sealed. Try the luggage rack first it only had about 8 screws per side torx head. clean it with alcohol then silicone them good all over the nut cert and down in it too. then reinstall, if that doesn't work try all the things i did it fixed mine without paying ford a ton of money to replace the whole electrical system to just have it act up the next time it rains. good luck johnny johnny

I don't know if this is related but my 99 Ford Expedition wit 95K mileage has electrical problems as well. The battery warning light stays on. I replaced the battery and the alternator and it still stays on. I believe Ford is fully aware of these issues yet does nothing about it.

I am also having the same problem with the odometer display turning on and off. It is happening on both of my vehicles...1999 Ford Expedition and 1999 Lincoln Navigator.

The issue with odometer/trip going out (have it, too) is a cold solder pint behind gauge cluster. You have to remove it and re-solder the connection. I just bought 2000 Expedition with 74,000 miles and found out that I need a new transmission, because the previous owner did not replace transmission fluid every 30,000 miles as required. Fluid has broken down, transmission is overheating, and it accumulated sludge. I've known of cars driving over 100,000 miles before chanaging oil in the transmission without an oil change with no ill effects. My prediction - Ford will be out of business VERY soon...

I have a 2000 expedition that experienced some of these same issues.

so far I have dumped $4500 into repairs and still cant get the odometer issue fixed.

I'm trading it on on a Chevy

I'm having issues like this with my 2003 F-150. Water inside the truck and electrical issues. Sometimes it will start sometimes it won't.
Any update from Ford about if they'll do anything?

I also have a 1999 Expedition with a water problem. I've had to have the GEM and fuse block both replaced about 8 months ago and the vehicle worked great until the last snow. Now the electrical is acting up again (i.e., wipers, ignition chime, radio, interior lights, digital dash display, random starting, etc.)I had the windshield removed and resealed immediately after the GEM and fuse block were replaced but like I mentioned it didn't solve the issue long term. I took the vehicle back to the windshield place and they did an air test on it and claim the windshield is fully sealed and that they were convinced the water wasn't coming from there (reputable business). I also have question the roof rack but have not yet removed it to reseal. It currently sits in my garage, but won't start. I'm am pricing out the new module and fuse block, but I am hesitant to spend the $800.00 to replace them without first locating the source of the water. I may very well replace them and inclose or wrap them in plastic to ensure this doesn't happen a third time. Does anyone know if these units need to breath or is it ok to wrap them in plastic?

I also have a 99 Ford expidition with the exact same issues during rain or snowy conditions. I was advised by my local ford dealorship that there is a defect with cheap parts being used to put the windshield in. The problem can be fixed by replacing the windshield. At whose cost???????? Not mine. It should be Ford. But obviously they will not take responsiblity for it. What a joke!!!!!!!!

I have a 2000 Ford Expedition and I've already replaced the fuse box, the gem, and sealed the windshield. But water was still getting in some how. We poured water over the whole windshield to see where the water was coming in from and nothing. We couldn't recreate the water leak. By accident, I got water in by my driver side door and there was the source of the water leak. If you take the seal off the door by the frame there is a gap and water gets in that way. I hope this helps any of you that is having the same problem with water getting in.

I own a 2003 Ford F-150 which has the same issue. I had contacted the BBB and they said that they don't handle issues like this and told me to contact the National HWY and Safety, which I did and they expressed no interest in this issue. I brought my truck to a dealer and told him of the issue and he told me to do the complete fix would cost me up to $3000.... What made me take my truck in because of this was because I was on the highway, in heavy rain and all the sudden, my windshield wipers stopped, my headlights turned off and I could not see. Thank god it only lasted about 5 seconds, but, it scared the scrap out of me. I just can't believe that non of these safety companies that are out there for our safety really cared when I contacted them. I guess they need a few people to die before they will do anything.
