Heat Surge Complaint

On 10/30/11 I purchased a heat surge for my parents. The price was to be $199 plus $49 for shipping/handling. I checked and rechecked before I submitted the order. When my order came up the charge was for over $400. I could not reach anyone to discuss this with but all of a sudden the chat line opened. The chat line stated if you chatted you could get free shipping. I can no longer look at my account nor do I believe I got free shipping and it is not the amount shown on the order form. Please help
