Ebay is allowing FRAUD, and ignoring it. - online auction

I sold an item listed "AS IS", no refunds, no returns, because of 3 scratches which were obvious in the pictures. The buyer received the item, claiming he never saw the obvious scratches. Regardless AS IS means just that. He told Ebay the Item was not as described, and Ebay immediately awarded him his money back. I still have not received my item back. He has the item and my money. The buyer then opens a UPS claim, saying damage in shipment, using Fraud to get paid again, and he still has my item. I contacted Ebay several times, always with a 90 minute wait on hold, only to be hung up on two different times. I finally got through on a chat session with a LIZZA R. who told me flat out, the buyer can file a claim with UPS and Ebay doesn't really care. I told her that the buyer is comminting FRAUD, and now EBAY knows about it, so EBAY is a conspirator in the Fraudulent activity. I warned Ebay that they must reverse this bad decision and give me my money back. They will not reply. I told them I would get the NEWS and then the Police involved if I have to. Again NO REPLY from Ebay.
