State of California Department of Motor Vehicles Complaint

Just received my DMV Renewal 7/9/2011 Mailed 7/6/2011 from California DMV. Renewal was due onr day ago. The form says I owe $35.00 penalty because I'm Late.

I don't want to pay the penalty.

I hear about this on the radio Wednesday ona morning radio show. So it sounds like the state is mailing everyone's DMV renewl notice's late so they can get the Penalty?

Would appreciate some help in this matter.
