As requested, I am forwarding a copy of the e-mail sent to Toyota Corporation by Commissioner Ward’s office.
I believe that the Connecticut DMV may be able to provide some relief to you in this matter.
I have asked David Ostafin, Division Chief, Registration/Title Standards & Integrity Division to be the DMV point person on this matter.

Subject: CT Toyota dealership problem
Mr. Kinnaw:
I am writing on behalf of Commissioner Robert M. Ward of the CT Department of Motor Vehicles. Our office was recently contacted by Mr. Martin Ormon regarding the purchase of a Toyota pickup from Toyota of Westport, CT.
It appears that when Mr. Ormon purchased his vehicle in February of 2008, there was no Manufacturer Statement of Origin. He was given dealer plates by Toyota of Westport to use when he purchased the car.
When we run the VIN 5TELU42N2087523404 on this truck through our system, it shows the vehicle as not existing. Obviously this has lead to a host of issues for Mr. Orman. As it stands now, he has a vehicle which he is making payments on, but can not register, insure, drive or sell.
The dealership has changed hands since February of 2008. I believe it is now operating under New Country Motor Cars of Westport.
The Commissioner is very concerned that the dealership acted inappropriately by selling a car without a MSO. He asks that you look into this matter immediately. Mr. Ormon has been trying to resolve this for over a year.
I thank you for your time. I have attached copies of the bill of sale and odometer statement. Mr. Ormon can be reached at 203-964-7174 if you need further information. Please let us know your thoughts on this issue.
