I never purchased a USED CAR from a dealership before and wanted to good used SAFE car for the kids.
I even called my CREDIT CARD to see if I had any recourse if I purchased a used car on my credit car VERSES just cash from a private owner.Four representatives at the credit card company told me I had 72 hours to cancel any transaction BUYER REMORSE ...except on NEW cars that were under a LEMON LAW.

I shopped in the day and test drove several cars at Scottys Radiator who had lots of unbelieveable prices in the local newspaper under "ACCI" (but they didn't tell you most were smashed!)

I found one a 1995 Toyota that looked nice but it was a bit unbelieveable it only had 117,800 miles on it (the sticker information on the window even listed less than that and marked it ACTUAL) The LAW requires ALL dealers to display
WISCONSIN BUYERS GUIDE with Vehicle history (which was missing)
The sales person MARK - said the car was a 'local trade from WI , had original 117,800 miles , and had nothing wrong with it (as no check marks were marked with problems )Mark said the car was listed below KELLY BLUE BOOK for RETAIL and he had a CarFax report .
Driving it was extremely loud under the entire car from the front to the back (illegal) The car lot also did repairs and promised to fix it if I returned later.
Just prior to them closing - I was dropped off intending to purchase the car - EXCEPT the car lot didn't have the title, CarFax report or Kelly Blue Book disclosure (how could I make an educated discision about buying the car?)
Mark told me if he ran the credit card I could take it home and he wouldn't consider it a sale until I saw the title and signed it (I remember the credit card company telling me I had 72 hours to cancel the transaction )
I drove it home and as soon as I hit a bump in the road the overwhelming loud exhaust noise from under the engine shook the ground in the neighborhood. People were pointing out I had no highlight OR taillight (the radio didn't even work !)
Within Minutes (half hour) of the transaction I called the used car lot and told Mark I was bringing the car back because it wasn't fixed (as promised) unsafe and illegal for the kids to drive. It had a 3 month /3000 warranty and was NOT purchased "as is" (in fact it wasn't purchased at all because I haven't seen or signed the title as agreed)
Mark said he was just leaving to go home (as it was late and the car lot was closing) He said he did NOT have a problem with it being return or even exchanged. I called in the morning but nobody returned my call. I returned it the first day I could drive it safely without getting tickets for faulty equipment and prior to the 72 hours.
It wasn't until I was phyically at the car lot that Mark intimated me, swore at me , and even shoved me out the door yelling "oh no - we don't take cars back here... no exchanges no nothing ...now get out of here and take that F@%king piece of crap with you ! " I was even phyically shoved out the door when I came out of the bathroom crying
Mark stated "I got people coming to look at some cars and I don't want you here- NOW GET OUT OF HERE
Later on the phone Mark told me "look lady my family buys 200 cars at a time and I deal with the DMV almost every day
I'm just going to have my 'buddy' at the DMV 'jump' this title and put it in your name - THEN YOU WILL HAVE TO BUY THE CAR BECAUSE ITS IN YOUR NAME !
To my surprise 2 weeks from turning in the car and the keys I received a title in my name at a wrong address with the plate number from a car I drove to the car lot for a test drive.The car was an AUCTION CAR FROM IL with EXEMPT miles (not original/actual from WI as promised either!) As
soon as I received the title Jan 30, 2008 I went to the DMV. The DMV gave me a receipt that the title was returned to the dealer who already had the keys and the car and advised me to file a complaint with the DMV dealership dept (which I did) - The $4313.83 was credited to my account (as promised) on 2/21/08 after numereous back and forth stress. I didn't have the keys, car or title (and didn't want any of the above) As soon as the amount was credited a month after the transaction I purchased a nice car at someplace else and moved on with my life (at the direction of the credit card company supervisior David Hudson. However, now 4 months later the charge is now reversed and again I'm charged for this mis- leading transaction.
I was DUKED and now the credit card company is also making a profit on interest
