I signed a contract for this contractor, Steven Penna, Central Harbor Homes Construction, 7602 Congress St. Suite 5, New Port Richey, Fl. 34653, to build a house in August 2004. We closed on a construction loan in December 2004. The company took a first draw amounting to $11,718.00 at that time. Nothing was ever done. Each time I contacted the company over the past two years they would say that construction would start soon. I have had no communication with the company in the last three months in spike of my efforts. My construction loan expires in July of this year. I have been paying monthly interest on the construction loan for the past two years. The police won't help me saying no crime has been committed. Lawyers tell me I could sue but doubt if I would get my money back. How can this contractor be held accountable??
