everone rent a car Complaint

This company not scaming just visitors but local residents I originally walk-in to a car rental place and they quested 500.00 for not having debit the said they called to get my request approved but suddely this lady was put on the phone and said she will come get me. Yes she put me in a rental and sent me on my way I verify serval times cash will be refunded This representative said yes constantly she said the money will be deposit into my accnt 24hrs. I called next day after rental return she told me that I was not getting any refund and hung up.
