Crazy Like a Fox or When the disabled are the ones pulling off the Fraud - Caregiving

I was dissatisfied with my former employer so I began looking for other work. I found an advertisement for employment On a www site called Craigs List. It was perfect for me as it fell into a category of work I had done for 5 years.

The ad stated that the client was quadriplegic and he needed assistance as soon as possible. The ad also stated that the CLIENT WOULD pay 12 to 14 dollars an hour.

I quit my former job and through several e-mails (which I DO have saved) and a few phone conversations, I went to work for the client on September 3, 2007.

I worked for a couple of weeks before I started asking about payday. He kept telling me "First of the month".
On September 17, 2007 The client INFORMED me that I would have to contact J. O. at the state agency he (the client) contracts for care with.

Through a series of missed phone calls I was finally able to
speak with J.O by phone. Through voice mail J. O. stated she had no idea the client had hired me...and in order for me to get paid by that agency I would need to fill out the appropriate paperwork, which I did on October 28, 2007. I could now begin to work and get paid for any further hours worked for the client.

Through further e-mails from the client, he is now BALKING at paying me privately. He is stating that the 12-14 dollars from his employment ad was NEVER agreed on and he would only pay 10 dollars an hour. Also in question is the client and I have a dispute on hours worked.

Payment for any hours worked is yet to be forthcoming. We will see what the first of the month will bring.
This ehhhh individual is physically but NOT mentally disabled. I have seen the documents from an assessment that state he understands and comprehends what he is doing and say.

Shouldn't the disabled be held accountable for THEIR ACTIONS also? I have no other work to call this but scam or fraud at this point. Kind of makes me wonder what other scams the client has pulled off. And why this type of situation is not being brought into the public eye.

Lets NOT make a disabled person accountable? Or do we not want to appear to be a bully to the less fortunate who are cheating, lying and possibly pulling off other scams?
