Ally financial GM Complaint

Returned car with 20000 miles after 4 yr lease. Local chevy dealership employee stated no apparent wear! I have now received surcharge of 350.00 for wear on 2 tires, Called Ally(gm) and they would not budge on surcharge. I have purchased all my cars for 20yrs from GM, I am a school teacher this seems like a bad civic lesson.
